Project: Former J.C. Penny's and Mervyn's Buildings


What do you do with an empty three story J.C. Penny’s building? When national retailers will not consider the property and the space will not accommodate traditional large office users then a developer must get creative.

Eastmont Properties Company studied the asset, its potential uses and then hatched a plan to create a state-of-the-art community service center sponsored by the County of Alameda. With a central location, plenty of parking and large floor plates to create space that fits exactly the needs of the user and its customers the concept was well received.

The 210,000 square facility now houses the County’s Wellness Center, Self Sufficiency Center, Adult and Aging Services, Public Health Program and Women, Infants and Children Program Offices. With the commitment of the County, Eastmont Properties Company was able to secure financing to rebuild and use the obsolete retail shell into model of how services are delivered by the County to the surrounding community. Essentially one-stop shopping for health and welfare services.

Based on the success of the reuse of the J.C. Penny’s building, Eastmont Properties Company next tackled a vacated Mervyn’s building. Recognizing that the City of Oakland desired to decentralize their police force, Eastmont Properties Company put together a program to refit a 64,000 square foot Mervyn’s building into a $14 million state-of-the-art Police Precinct. Again leveraging the asset’s strength in its location, parking, large floor plates and high ceilings Eastmont Properties Company negotiated a lease with the City of Oakland. Once again leveraging the Tenant’s financial strength Eastmont secured the financing to perform a complete overhaul to the Mervyn’s building and deliver space that is highly functional as well as creative.
