The Eastmont Town Center located in Oakland, California
is a 700,000 square foot urban renewal project
that is 90% complete. Eastmont Properties Company
was faced with the challenging of re-tenanting
a 30% occupied, anchorless regional shopping mall
with a 30 year old infrastructure. Eastmont Properties
Company (EPC) used the strengths of the center
which were a central location in Alameda County,
large floor plates, high ceilings and plenty of
parking to attract governmental agencies and associated
non-profits to begin the re-tenanting process.
The County of Alameda and City of Oakland responded
with leases for a significant portion of the space.
As the build outs were taking place, EPC renovated
sections of center, to take advantage of the mobilized
work crew and the economies of several improvements
simultaneously.
Today other government entities such as the
US Federal Government and the Port of Oakland
have leased space at Eastmont. In addition,
several non-profits such as Planned Parenthood,
Center for Elders Independence and OCCUR have
leased space. These non-profits and other tenants
have leased space in order to be near their
partnering City and County agencies located
at Eastmont. In effect, by replacing retail
anchors with government anchors, small tenants
have been attracted to lease space, similar
to how an urban shopping mall leases.
